Sugar were ongoing, the court dismisses as moot the environmental groups’ challenge to Florida’s plan to construct a portion of the EAA Storage Reservoirs project without complying with WRDA 2000’s Everglades protection rules. The court leaves open the possibility of reopening the case if construction starts again, and notes that the Acceler8 Program had slowed, and to the extent it is continuing, projects were also being implemented in compliance with the protections WRDA 2000 had required.
